That's one of the rewards for getting 7 diamonds from the event, I got it around level 58 so generally available in the 50-60 range.

I'm not sure what the ranges were, it may stretch up to the 70s or higher before the rewards changed. I know I had a different set of event items when I was in the 40's still. Anyway, it's moot since the event is officially over.

You can find the prize structure there. It's the third item in the second highest tier I believe. I think I got it, then leveled up to where I would have gotten the golden M4A1 :(

That was the 7 diamond award for lvl 51-80, I have one. I'm still angry cause I wanted the golden M4A1 but was still on lvl 80
