Upper Level Opponents

Just wondering at what level does the field of opponents expand now? Right now I am on level 98 and was wondering when I will start seeing some upper level people (100-200lvl range).

I am at level 105 and can see only a couple levels below and above. I do not think HLs can see you until 110-115

I'm level 128 and my current list is showing 113-141. I could still see levels around 106ish a few levels ago, and in the past two levels I have been attacked by players up to level 195, but I don't doubt that players right at the top can see me.

I've been gaining levels pretty quickly recently. I was on a crime spree robbing laundromats and had maybe just passed level 100 when the new TL goals were introduced. If I remember correctly that was about 5 weeks ago, so roughly 5-6 levels per week.
