Weapons question..

I have been playing this game for quite a while and there is no info on weapons. I have 470 mafia, 1126 weapons, and 321 armor. Im still being attacked/robbed from lower players and cant even touch them. My question is what is the best way your mafia should be equipped?

with the highest att/def items out there.
for example you could start looting M4a1's (gun)
or S&M Chokers(melee)
or Double Deckers(car)
nato gas masks(armor)
