PvP missions are the only way of getting lots of valor. They are basically completed by attacking rivals that meet certain criteria spelled out in the mission objective.

Attacking players that are level 200 will give you 10-30 valor for each time you attack them.

You can get valor from raiding buildings. I've found that unit buildings give more valor than money buildings. In particular, the shipyard and war factory are my favorite targets. Level 4+ factory and level 3+ shipyard will steadily payoff 3-7 valor points per raid, with the third one usually paying off the most.

I think attack ppl with higher lvl give you more valor. Not confirmed tho
