... why does the blast guard helmet and the tactical vest have the same price? The vest is 6/12 and the helmet is 6/14, and they both cost 125,000:-. I mean why would anyone buy the vest over the helmet? Seems weird...

The blast guard helmet is a #-of-mafia unlock, whereas the vest is a level unlock. Same goes for the AK-47 & SMG. Items/Buildings that have a #-of-mafia unlock will give you more bang for your buck.
