Night spy optics & titanium guard

I have been seeing people with the 2nd titanium guard and night spy optics.
Does anyone know what mission I have to finished to get that dropped. Thank you.

I couldnt swear to it but I think I got Night Spy Optics for completing the build 125 buildings goal.
