I found the army base to be pretty good. Buy in is like 1.7 mil (6 Vipers, and a whole lotta melee stuff). You guys may want to check with the statisticians on this site to see what location, airport or army, has a better drop rate.

At higher levels you need millions on hand when doing upgrades etc, its just nice to have some insurance when doing it :)
