Build oil rig!

How n what is the best place to build oil rig? I had trouble with dry dock so I don't want have same thing. If somebody build it already please add me 606-420-303. I just want to take a look or post a picture. I used search to find any post about it but there is nothing... Sorry for my english, it's my third language! Thank you!!
