Not getting full equipment ratings

Is there a reason that after a while you don't get the full equipment ratings. For example every time I get an M4 I'm only getting 13 attack instead of 22??

replacing other weapon, its sorting out the weaks now

Is there a reason that after a while you don't get the full equipment ratings. For example every time I get an M4 I'm only getting 13 attack instead of 22??It means other, stronger gun weapons in your inventory are now replacing the m4's. Its not a bad thing per say, but it indicates that you will soon need to find guns with more than 20 attk.

M4's now only give me 4 attack points. I have 383 m4's.

Not at all. Add a good weapon, the weakest weapon gets dropped. You gain the difference.
