Question about icons

When I visit my rival's base, I saw these icons ( look like target with red bar below )
on their unit buildings, can someone tell me what these are ? I dont see them on my base.

Those are targets you can raid (attack) while you are at his base. You will not see them on your base. The red bar is tells you that you can still attack this unit. After 3-4 attacks the red bar will empty and you will not be able to attack it anymore.
