Is there a way of finding someone after they drop off the news list?

I need to find someone but they've dropped off after 3 days. I'd live to find them but they were 3 levels below me so unlikely to find them in my raid/attack list.

If they are in the level range of your rivals list, eventually you will find him if you keep refreshing the page. However if hes not in your range, sadly therea no way to find him.
