Mafia Size greater than 5x level

I've had a look on the forum and can't seem to see reference to this.

My mafia size is greater than 5x my level (I'm level 10 and have 91 mafia). Is there a glitch in the game or there a reason for this?

Ive see other people at my level with over 300 mafia!! Is it now unlimited? Spoils it a bit, as its easy to gain new members to your mafia, it would make it more competitive if it was actually capped per level.

Thoughts from people in the know appreciated!

The number that you can use in fights is capped per level. The amount you can have doesn't have a cap.
