Manta ray

How do I get one of these? I was at someone's hood and saw that they had a Manta Ray car 15/13. I want one (or 30,40). Does anyone know where to get this, I couldn't find it on the loot list.

When doing goals, you get it on when you complete one of the goals in Auto Row. I think it's the third or fourth one but I could be wrong.
