I usually log in when it is time to collect buildings so that is first and foremost. So:

1. Collect buildings and bank it.
2. Farm M4s and bank it.
3. Review news list to see who I might pick on that day.
4. Go to rivals list and burn through whatever billets are left after revenge list.

Upgrading and building new buildings fall into the "other duties as required" category.

interesting strategy... i usually ignore my green list. i only try to revenge actual losses.

6) spend energy on M4A1 farming
7) spend stamin on PvP

First i collect money over my buildings, then i upgrade a building, build a new defense building if i have room, spend my energy on a goal or farming for M4's or NATO gas masks then spend the Stam on fights.

Collect money, use energy on M4's, upgrade building if avaliable then if I have time look for people to rob if time is limited then just go to the highest level person and beat them up till they can be beat no more and continue down till out of stamina (or at least low enough it won't fill before I can get back on)

Depending on time of day and energy, I go straight to Boardwalk (not collecting anything, even my Lofts/MTs) and fire off up to three rounds, depending on energy level and current success rate of each hit.
Go back to Hood.

Collect money.
Bank Money.

Check News.
Ignore the green.
If there has been a red (not in a while now) check rival hood/stats.
Determine if rival could conceivably have been someone with lesser stats who exploded their atk value in the past day (i.e., am I possibly in their newsfeed and could be found again).
Make risk assessment and act accordingly (should I spend a few thousand respect right now?).
Generally no reprisals. Not unless I can make a ton off them and I can spend enough respect to be comfortably safe from anticipated counterattack.

Go down rivals list.
Prioritize rivals whose attack value is 50% or less of my defense. The highest I'll go is 60%. If a rival has 7000 attack (Crimer's defense is ~13000 right now) I'll consider it only if there's Lofts or similar staring at me, taunting me...
Continue down the rivals list, finding LMs, Clothing Stores, Chinese Rest., etc. Sushi and Seafood if over lvl 2. Prioritize respect, while mindful of experience gain (i.e., completely ignore Meat Factory, Warehouse, etc)
Take mental notes at how much effort it is to find rivals within my comfort zone (nobody who could hurt me back).
Consider time of day, as this affects rivals list content as well as likelihood of rivals collecting on time.
Consider pumping stats if I'm wasting too much time finding rivals to rob (this is rare, lately).
Do a little bit of stat gazing anyway. (c'mon, I know you do it too!)

My #1 & 2 are the same as Max's. Depends on my mood for the rest. Usually most attacks/robberies are green, but with the off chance of a red I wait at least 30 min to an hour to get my revenge. When people retaliate against me I use that to time on my news as a log of when they collected on the buildings so I can hit them accordingly. I don't want people to be able to do the same since most of my buildings that have sizable payouts are 24 hr buildings, hence the wait.

Collect cash buildings, bank it, and check for new free gold offers. Anything I do after that depends entirely on what's happening in the game, so it doesn't always happen in the same order.

Play shooting game 3 times, go back to hood, collect money left over from all the successful robberies on my buildings, check on why my upgrades and new constructions are still not completed, go thru rival list and rob/attack the 10% who I might succeed against, go to store and look at all the lovely buildings and equipment I cannot afford to buy. Log off.

( CC is casual game, meaning you can play the game that while doing other things... )
