I am new to Modern War and I only at level 11, so this might be a pretty dumb question.

In order to be competitive do I "have" to build up infantry, ground, air and sea or can I specialize and in just a couple of them?

If had lots of sea units and I selected rivals with few sea units would I win more?

Your specialization should be associated with your nation.
If you choose iran or usa, then nothing in particular because these two nations have no effect on your troops.
If you choose russia(10% bonus to air force), you should concentrate on purchasing air units then. Moreover, due to map missions, you will have to buy other type of units too.
As a matter of fact, the part "strong against XXX" still remains a mystery. So there is no one kind superior than others.
the quality of units is purely based on attack and defense value.
e.g. if you have 100 infantry with 1 attack and 1 defense. In total, your attack and defense score is 100/100.
if you have 2 battleships with 20 attack and 20 defense. you attack and defense score is 40/40.
The former is stronger than latter.

However, due to the limited size of your army, eventually, you can only have 2000 units in your troop.
2000 best sea units are clearly better than 2000 best infantry units.(i exaggerate for a fact...)

for them most part yes you may specialise. You can be competitive if you choose to use mostly sea units. (Z is stuck on my keyboard hence the occasional misspelling)

Not really. Sea units "are strong against sea units". if the enemy only has a few, your advantages are few too. Besides, that is only one of many factors in battles. If your country is Britain, and you have mostly sea units, you will have a strength bonus. If your strength is ships, and your enemies is air... Just specialise according to yur nation's bonus, like zynshmily said.

AS missions progress, you will find that certain required items will be slightly advanced units, and so you will be stuck unless you have built and/or upgraded the corresponding unit building then. In the long run you will need them all, but in general, yes you can specialise.

I think the APC 5 attk/ 13 def under ground is the best bang 4 yur buck if yur using the turtle approach.....of course u have 2 upgrade yur war factory to get these......
