Buying armor & getting less than published

im buying armor / guns and always getting less than published .

example tommy gun has 10 attack & when i buy it i get 8 attack . is it just me or everyone ?

Each mafia member can only equip one gun/armor/melee/vehicle/explosive. You already have more guns than mafia members, or at least mafia members for your level. Therefore, you are not adding a new gun and getting full stats, you are substituting your Tommy Gun with 10 attack for a gun with 2 attack, giving you an 8 point gain.
