i just got one as a defence goal goal I think it was 14000 defence.
I have seen people with 2 so it's possible it's a new PvP item as well.

Its not new... I think I got mine for completing a fight streak or something similar.

Ok, you're probably right. I would have gotten that goal fairly recently.
