1-Hit the last boss "Ella Ricci" (20% chance of receiving the item)
2-Complete Level 3 of "Empire Central Station"

Sorry for necro but I've tried to loot this ring two times now (may not sound like a lot but it takes a helluva energy) and I just get the useless cleaver... Want the ring SO BAD! Any success for you guys yet...?
