Reporting abusive forum members.

I have become aware that the correct action to take if I am abused on this forum is to contact the forum help desk. I do not understand nor know where to look for the helpdesks email address? Is it found on my crime city game account? Or do I have to email someone from the account I used to set up my madhatter name?
