level 62 and still no giant or rampage, how do I get these?

I'm at level 62 and don't have a giant, rampage, and many other items that I see others have. I've mastered 11 levels and completed level 1 of a couple more. What gives?

You need 500 gangsters in your mob to get the Giant car.
