2+ of same housing??

I noticed someone I robbed had 6 pawn shops all varied in levels (6-10) and I was wondering how that is possible?? I know when I built my pawn shops, I was only able to purchase two and they disappeared after.

Is this a cheat? Or do the housing options disappear after you reach a certain level? (I'm on 59 I think)
