What items give extra building upgrades at once?

Hey there! Still getting back into the game after several years. Was hoping someone can give the list of names of items that give the bonus of upgradingg +1 buildings simultaneously. For MW, some of them give this bonus but aren't labeled so in the store... this made me wonder if the same is true for CC... for example, is the training Manuel this exact thing? And why is there 2 separate items labeled training Manuel in the store?

Training manual will give you back ALL of your Skill Points to redistribute.. both items are the same just listed twice. Upgrading building are listed in store as Specialist
