Upgrading Multiple Buildings at once - Questions

When I was playing back in 2012 they NEVER had this option. It is refreshing to see now they have added the option to purchase the unit that allow this.

Currently, I just purchased some gold to buy Rosie the Specialist. I have seen in some old threads that people have up to 10 units each allowing an additional upgrade. However, I cannot find anymore in the store...
Are they only LE units?
What about this "Upgrade Specialist" and also "Rosie the RIVETER"? Do they increase upgrade count and just not show it in store?

Just curious if some of your can explain this in more detail.

Yes, those are EXACTLY the units you seek, to add additional upgrade capability.

There are a few others, but those were given as "rewards" for one of the many obscure events which I no longer remember.
