We're aware that there was an issue with the Upgrade Expert sale. We're currently looking into a fix, and will provide an update as soon as possible.
UPDATE: Thanks for your patience! The Upgrade Expert in the store has been fixed!
Purchasing an Upgrade Expert will give you a +1 max buildings upgrade bonus!
If you had purchased an Upgrade Expert previously, the number of buildings you can upgrade at once should now be increased by +1. :)
