Smuggling power as well as other materials displayed on the, "Syndicate Base" tab, can be donated to your syndicate for bonuses. These bonuses are tiered in stages 1, 2, 3, etc. and once a certain number of these required materials are met, the syndicate will be awarded the bonus for the stage level.

Yes, but if your syndicate is a non-spending one you don't have any chance of even completing stage 2, let alone beyond it. Wasn't that the point of the OP's question?

This still would be better than the current ability to get them for the non top spenders which is non-existent except for SA and maybe battle which give them for top 250 which still takes a lot of gold unless u save demons for months upon months

I think you're missing the pointlessness of all of it when you can't get the other things to get past stage 2 or 3.
