I heard it's from finishing 15/15 of the normal LTQ.. but not sure

I heard if you RKO a laser shooting fire breathing unicorn, you'll find it

I found the unicorn in the Club District. You have to make sure you're facing magnetic north, and I think your avatar has to be wearing heart boxers when you go in. It might also help if you're high while you're playing.
