There's a fundamental flaw in your basic premise, that someone actually made a conscious decision. Remove that and it all becomes clear.

Hmm. This game is 99% patches and 1% content. The equivalent of writing it on a single sheet of A4, then sticking 12,000 overlapping post-it notes on to mark the changes. I imagine the remaining devs get through a LOT of paracetamol.
