1 through 10% Legendary Loot drop

What in the world? Boss Loot for Legendary starting at 85 is 1% drop rate, same with boss 100. 150 has a 10% drop rate. I want to say this is a error but looking at the other loot drop rates, I can't say it is.

That's what I was thinking. You are going to have to be on a lot and get very lucky in order to get it (or spend a lot).
