transferring account onto a new device

Ok, I have seen many versions of how to transfer an account, but they are all similar, and I cant get my head around it.
what I want is a simple explanation (Idiot guide) to explain how j get my profile from an old pad or phone to a new one, without the need of sending a ticket to gree, and waiting for ages.
Is it possible, and can someone please explain it in lehmans terms.

New device,,,. First connect to app store with youre appstore acc then download cc go to menu and connect to device thats it.
