Why are the quest rewards so bad in RBE

You take down 11 level 90 bosses and get a 23 meg unit?

The rewards for hitting level 90s are at least that, many are double. Shouldn't faction level rewards be better than the individual rewards that get you there? Aren't there guidelines the developers should follow? There is no motive for doing quests when rewards are low. Might as well farm level 20s.

They always want money, that's a given. I'm not citing them for that, it's a business. But the rewards for completing goals have to be worthwhile. Everyone I know is farming because goal rewards are worse than rewards for hitting small bosses. It's like the scratch offs, they are an annoyance since the only give out units that won't budge my stats. They need to adjust them.
