No. I do not think this game would incite anyone, no matter how old, to shoot anyone. My Crew is almost half adolescents- and they are a pain in a word I can't say here, but I've had children, grandchildren and even actually went through puberty myself.
Frankly, I wouldn't put it beyond anyone of my young teammates to try to blow somebody away- perhaps just after playing CC. However, I would think the allegation that CC might have anything to do with it would be... Ridiculous. That said, far smarter as well as dumber folks might disagree.

Gree makes addictive games that are designed that way intentionally. They earn their living preying on the weak-minded and those prone to addiction problems.

Of course they wouldn't feel any social responsibility for creating violent app games.
