On ios latest update with latest update MW, any building over 2.14 bil now showing the new cash totals say 2.6 bil is deducting from cash total on hand.

It is working as designed. People have too much money and this new improvement will level things out over time.
Once everyone is at zero an update will be provided.

OMG that almost made me snort my coffee through my nose.

I took a screen shot so I would know my cash amount. I then collected from one 2.3 billion rig and watched the negative dollars float to the top. Took another screen shot and compared the available cash. I had lost $1,895,950,039.00.

On the Positive side this should be fixed pretty quick. The whales won't put up with this crap.
