Yes, you will be unable to jump in/out of syndicates while street assault is running.

Syns should have been locked for the raid bosses as soon as people started jumping to help other people finish. Maybe if it was a one-syn job they wouldn't have had to jack the health up so much. Next time lock the whole thing not just the first few days.
