Arctic Mining Rig Issues?

I just noticed and I may have missed a post about it but I noticed that my level 15 and 16 arctic mining rigs have the exact same output but they are different levels. Like I said before I may have missed a pervious post out there and if so can someone guide me to the post if all possible.
