I definately read that it was level 13 somewhere . Level 13 is something ridiculous like 7000 energy so I have stopped there and given up .

My L251 acct barely completed 14/15 for free with a level up refill, too.
I regen 5/min; total nrg is 3870.

that pissed me off was told its 14/15 then 15/15. spent 200 gold on top ups to make sure I could finish 15/15.
then told its actually 14 and scroll 200 wasted and finished 14 with a day to spare
