For some reason my stats don't show 46/54 although I am missing 2 ak47s and the vest. Even still....

Soldier equip I show 8/11
Attacking someone 30/9 so where am I not going right in applying these?

You cannot equip them all at the same time though, you can have only one per slot, except for weapons you can use 2
