Unable to donate RB folders

I am unable to donate the folders I have collected, nor am I able to collect any more folders, because I can no longer get into the game. How about giving the factions some free folders?

I have this issue, but on one of my accounts I can't donate blocks either

How are we supposed to get folders when NPC's are 1300+ to take down? Plus, only dropping half the time for me. I usually try to collect over 1000 by now. This time, only 600. Huge difference.
