The reduction is only when you attack rival. It is not applied when you raid or someone attack or raid you.

It only impacts direct PvP attacks, ie. attacking an opponent during WDE or hitting them for that 300K cash cap if they are overvalue by billions. It reduces the number of allies & thus the number of units they can use in their active defense army.
So if they have 500 allies they can use 3000 units in defending against an attack from you, but if you have a -5 alliance unit they
are no only about to use 495 allies, which means 2970 units can be used in defending against an attack from you.
