Faction bonus Feast of Ruin

Unlocked the faction bonus Feast of Ruin,noticed it says (temp) +3% Energy Regen ????
Initially thought it was +3 energy regen like previuos,doesn't seem to have made any difference to my game,still regen +17 as before!
Is this a new bonus? How do we see it's working? Is it not working like the +3% health?
Any input from mod or anyone else appreciated :)

my guess is, you will get you +17 energy 1.8 seconds faster than before (for all flags other than Iran). but then gree will round that to 59 seconds.

Can you fix the temp personal "bonus" of +20% health regen and -20% health regen so they do not cancel each other out? I know this is not live yet but also know you need lots of info on what needs corrected with your game.
