Crafting building, can't purchase as its a loot item? WHAT!!

In my individual quest is the crafting building, I can buy it for 10050 gold, when I click to purchase it says Sorry this is a loot item and can't buy it.....

Am I doing something wrong or is it not available yet??

It will probably be poosible later. No one can upgrade it past level 1 as for now.

Finish Top 800 - 1000 ind. Reward and you can upgrade. :p

I don't think that means the Top 800-1000 will be able to upgrade to level 2 once they receive that reward.
