Would think that dread npc are for faction Ltq. There is a beginner goal. Further looking at past Ltq. Those with npc in later map are usually iltq.

With each level starting with 5 low energy NPCs with the rest being High energy NPCs

They might not start at the same time, but the LTQ usually starts during the Raid Boss event
