What does this boost actually do ? There's some confusion ? Some think it's health regen and some others think its for example 103% health insted of 100% gree please explain

it will increase your current 100 health points by 3%, so you as all of us have 100 health points now, you will get an increase of 3% on those, it will go to 103 health points

epic boss uses 25 health points per attack, raid boss too. unless you use FA, which uses 100 health points. same for battle. you use 25 health points per attack during wd. i hope that explains it..
