Panama temp bonuses deactivated at WD close

Hey, Gree, heads up - when you fixed the WD stuff you forgot about deleting the Panama cycle's temp bonus deactivation at the close of WD event. All the temp bonuses appear to have deactivated at the end of the 24hr WD.

That will have an impact on the current 3-day, 3-part LTQ since one of them was an energy bonus.
